Aircon fan

I just want to know. When the aircon is on, and hot outside, should both fans be running? Reason why I'm asking is that I have never seen both aircon fans run together and just wondered if it should be like that. If not, how do I fix it because on the workshop manual there is nothing that shows the two fans or how to repair it.
Any suggestions?

Also no expert but have hat in some cases the one fan is powered as soon as the AC is switched on. The second fan is controlled by the computer as part of the engine management system. The compute monitor te water temperature and relaig on the viscos van to maintain the water temperature. If the temperature goes above a pre detetmined point the ECU (computer) activates the second fan. Not to day this is how the Patrol work but have see this on other cars.

I've got the 3.0 TDI and it only has one fan - does the petrol model need two for any reason, which of the two motors runs hotter - petrol or diesel??
