I went through the same thought process and came to there conclusions:
The decision has been made to get a winch due to mostly solo travel plans.
I have very rarely had the need for a winch. Used 3 times in 8 years of offroading
The 3 times I did use the winch there was NO other option. (One recovery would have involved getting a 4x4 crane if the winch had not worked).
WARNs are very well made and reliable.
Cheaper winches are not so well made.
If you don't have a winch you could end up with a very expensive recovery bill or worse if in remote areas.
So...
The winch will be essentially exposed to the elements for 3 years before it is needed (statistically). At which point it will be a VERY important piece of equipment. At which point if I got a cheaper winch and it doesn't work I will be trying to kick myself with both feet and then have to explain to the family why I will have to start eating them to stay alive.

So would a 9,000 always be sufficient for a car the size and weight of a Patrol?
Or are there cases where a 12,000 ever be necessary. e.g. when sucked into smudge?
Alex the 9500 pound cum up can do double the patrols weight ....if you are really stuck snatch it and you have double that ....there is a reason why we carry recovery straps ect ....i played with a 9500 cum up this past holiday it pulled my patrol up a sand dune with the wheels locked....i have nothing against the 12000 pound model but dont think its worth the extra money and weight. ....got one last week for a friend that use it everyday loading dive boats ....he needed a second one ...the first one has been doing its thing for 2 years and no probems at all

Less weight is important, given that the suspension set up, if done prior to winch installation, should not be distubred too much.
