No not at all it has jacking points and can take a winch you just need to cut hole for the roller on a patrol you fit the winch between the chasis legs and feed cable via bbar

Must be getting OLD!!! I had a TJM replacement bumper from about a 2012 4.8 fitted to my 2001 4.5 if my memory (and this is where I am getting old!!) serves me correctly there was some modification that needed to be done on the 4.5 (just spoke to the Mac that did it and he says that there is some cutting welding of new plates and tapping of holes in the new plates) but the answer is yes it can be done
