It's got to be the solenoid, or a hole in one of the pipes.
If it was the switch, the ABS lighty wouldn't flash. First put the pipes back at one end, and try your hand pump again.
If it's not the pipes, remove the inlet (clamped) pipes from the solenoid, and shove a small allen key or the back end of a drill bit into the inlet pipe of the solenoid to get the plunger working, and spray some WD40 or whatever in there. This will usually get it working again.

Ok, I've been fiddling.
I took the solenoid out, sprayed q20, pushed Allen key in etc. but still nothing. I then went for broke and pulled the solenoid apart, pulled the plungers out, cleaned, pushed in and out the cylinders and put back together.
Plugged it all in and no joy. On the output side of the solenoid (to the diff lock), the top nipple has a vacuum the whole time, no matter which way I turn the difflock switch. So that top plunger isn't going in it seems.
The one strange thing to me though is the plungers moved freely before I put it all back together, but once it was together I couldn't depress the plungers with the Allen key which I'm assuming I should have been able too.
What do I try now?

If there is vacuum, the plunger is "in". Seems like it's not the solenoid after all. is there an "egg on face" emoji?
There is a control box somewhere under the radio that affects the operation of the unit. Please speak to Graham for more info?
