It should fit between the carb body and the washer. I actually doubt it makes much difference, as it will not effectively seal off the thread.
I also find it very difficult to find the point where you have to stop un-screwing on this engine. The idle mixture screw doesn't seem to make a huge amount of difference.
No problem at all, just wish I knew more myself.
